Description | In the past two decades, global health has gained publicity in an attempt to improve the health of populations through political revolutions. As healthcare issues have become the central focus of the global agenda, significant resources in development aid have been made available to tackle major health problems. One of the key health issues that affect populations globally is HIV/AIDS (Bekker et al., 2018). Although there has been a massive decrease in the number of infections and deaths in the past decade, HIV/AIDS remains a major threat to the health of many people. Reports from international organizations like the AIDS Society indicate that HIV response requires a more integrated approach to health (Bekker et al., 2018). There is limited evidence that the epidemic is on track to end leading to the formulation of more policies to combat the disease. Central to the prevention of HIV/AIDS is maintaining access to healthcare including timely diagnosis, treatment, follow-up, and improving the conditions of those living with the disease. | |

Describe the policy in each country related to the identified healthcare issue. | The HIV/AIDS programs and the Government Relations Office collaborate to develop policies on HIV/AIDS, behavioral science, and mental health service delivery. One of the policies governing HIV/AIDS in the US is the Ryan White HIV/AIDS program legislation. This legislation is the largest federal program in the US that mainly focuses on care delivery and treatment to low-income people living with HIV/AIDS who are uninsured or underserved (Health Resources & Services Administration (HRSA), 2020). This policy ensures that minority populations get to receive adequate services and ensures the availability of technical assistance for programs, training of clinicians, and other innovative models that can be used to combat the disease (HRSA, 2020). The policy deals with the distribution of grants to eligible metropolitan areas and increasing screening to increase the population of those aware of their HIV status.

Weakness: This policy mainly focuses on promotive rather than preventive healthcare. For example, the policy fails to advocate for interventions that can prevent contracting the disease. The services provided only target individuals with HIV/AIDS making it unsuitable for preventive healthcare.

Strength: This policy focuses on increasing funding and the availability of essential healthcare services to those living with HIV/AIDS. The focus on preventive healthcare like early testing and diagnosis of the disease is fundamental to combating the disease.
Weakness: While the policy provides funding and insurance subsidies to those living with the disease, it does not consider the uninsured and underserved in some regions. This means that those without insurance may have challenges with getting medication in provinces that do not offer free services. |

Social determinants of health are factors that can affect a person’s health, functioning, risks, and quality of life. These factors include socioeconomic status, level of education, access to healthcare, neighborhood, and physical environment, and employment. For example, individuals who have little information about the spread and management of HIV/AIDS may find it difficult to avoid getting the disease. Health literacy which encompasses the use of PEP and PREP in HIV prevention is a factor that can affect how one gets the disease. | Another crucial factor is access to healthcare services that are determined by the availability of health insurance and socioeconomic status. The unemployed and uninsured may face challenges with receiving the right treatment for the disease. Lastly, individual behavior like alcohol intake and the use of other drugs may affect how individuals contract the disease and how well it is managed after diagnosis. |
Analyze how each country’s government addressed cost, quality, and access related to the global healthcare issue selected. | The United States health insurance programs are the primary means of getting treatment and medication for those with HIV/AIDS. The Affordable Care Act grants permission for providing coverage to individuals with preexisting conditions including cancer and HIV. Other Medicaid expansion programs are available to cut costs for those that are uninsured include low-income childless adults. Regarding the issue of access, Medicaid is the largest payer for HIV care in the US. The Ryan Whites HIV/AIDS Care Program is another way that those in low-income areas access HIV services. Those with low to moderate incomes also qualify for federal subsidies to buy new plans through the Marketplace for HIV/AIDS management.

In Canada, healthcare services regarding HIV/AIDS management are controlled at the provincial level. Global health issues like HIV/AIDS can impact local healthcare organizations financially as they get to spend many resources in addressing these issues (Kruk et al., 2018). Local organizations spend a lot of time dealing with patients that are uninsured yet require essential services leading to financial challenges. For example, the local healthcare organizations have to keep track of their records, demonstrate accountability and re-organize their resources to fully address the needs of those living with HIV/AIDS.

In Canada, global health issues can have a financial impact on local healthcare organizations that serve the majority of patients living with the disease. The diseases put more stress on the healthcare workforce that has to serve numerous patients daily (Bekker et al., 2018) Secondly, local healthcare organizations have to constantly organize outreach and education services alongside other community interventions to combat the disease. A lot of capital is spent in planning for these services leading to deprivation of resources that could otherwise be used in other health issues. |
